Carte Goodwin, who serves as partner-in-charge of Frost Brown Todd’s Charleston office, recently co-chaired the U.S.-China Economic and Security Review Commission’s (USCC) hearing, “Rule by Law: China’s Increasingly Global Legal Reach,” held in Washington, D.C., on Thursday, May 4.
Goodwin has served as commissioner of the USCC since 2011 and was last reappointed in 2021 by Senate Democratic Leader Chuck Schumer for a two-year term expiring on December 31, 2023.

During the USCC hearing, panelists representing some of the world’s leading universities, law firms, and think tanks provided testimony on how the Chinese Communist Party views the rule of law and its ambitions to promote those views internationally, the consequences for international law, as well as the challenges posed to the U.S. court system in interpreting Chinese law and recognizing Chinese judgments.
The USCC is a bipartisan commission created by Congress to monitor and report on trade, economic, and defense issues impacting the U.S.-China relationship.
