Biography

Michael Allen is a member of the Public Finance Practice Group. Michael focuses his practice on representative financings in various areas, including single and multi-family housing projects, airports, municipal gas utilities, public and private higher education institutions, municipal water and wastewater utilities, Indiana’s State Revolving Fund Program and temporary tax anticipation warrants for political subdivisions.

Additionally, Michael has served as bond counsel for governments and governmental issuers, as well as underwriter’s counsel on a wide variety of tax-exempt and taxable state and municipal bond issues, including general obligation and revenue bonds, special taxing district bonds, tax increment financings and economic development bonds.

In 2004, Michael earned a Bachelor of Arts in Economics and History from Indiana University. While attending Indiana University he was honored to be selected to participate in the honors-level LAMP (Liberal Arts and Management Program) in collaboration and cooperation with the Kelley School of Business.

In 2008, he earned his juris doctor from Indiana University – Robert H. McKinney School of Law, Indianapolis, Ind. Throughout his legal education, Michael actively contributed to the law school community, serving as Treasurer of Student Bar Association Executive Board (2006), and was the recipient of the Scholastic Merit Scholarship Award.

Legal Work Highlights

Regularly  serve as Bond counsel for higher education institutions such as Indiana University, Purdue University and Ivy Tech Community College.

Served as Bond Counsel to Princeton Theological Seminary in transaction involving the sale of student housing facilities.

Regularly serve as Bond Counsel for multifamily housing transactions involving HUD loans, HAP contract, GNMA, FHLMC and FNMA enhancement.

Served as Bond Counsel for large central Indiana utility service provider in connection with acquisition of new utility assets and issuance of $1.1 billion of bonds.

Served as Bond Counsel in issuance of pool of solid waste disposal bonds.

Regularly serve as bond counsel to Indiana’s State Revolving Fund program.

Regularly serve as bond counsel for Indianapolis Airport Authority.
