Biography

Frances drafts litigation filings – complaints, motions, and pleadings – as well as position papers, persuasive arguments, and other documents that help her clients prevail. A skilled writer, her work adeptly communicates the key positions and primary considerations of her clients across a wide range of issues and disputes.

She serves as litigation counsel for both private companies and public entities, including cities and school districts, and has particular strengths resolving construction and employment disputes.

Clients count on Frances to articulate convincing reasoning, often in arcane and novel areas of the law. For a large telecommunications company, that means researching complex rules and regulations, working closely with her client to define and convey their positions, then drafting compelling language that persuades the California Public Utilities Commission to take her client’s operational needs and competitive challenges into account while regulating their activities.

Other clients rely on her negotiation and communication strengths to meet their needs, like the national health insurance provider for which Frances effectively handles medical provider claims disputes, resolving many claims for her client.

Frances prides herself on responding to clients’ emails and phone calls the same day she receives them. She is active in her community, and regularly serves on local, regional, and national charitable and nonprofit boards.

Successfully defended the governing board of one of California’s largest universities in a breach of contract action. 

Represented the governing board of one of California’s largest universities in a disability discrimination action brought by a university employee. 

Assisted one the principal wireless and wired telecommunications providers in the state of California on several matters ranging from identity theft claims to allegations of libel to personal injury actions. 

Represented the City of South Gate with respect to a wide range of matters, including ordinances and amendments to the City’s Municipal Code, various personal injury claims against the City, and prosecuting breach of contract claims on behalf of the City.
