Donnie’s public finance practice includes representing state and local governments in Ohio and Kentucky. In Kentucky, Donnie has served as bond counsel, issuer’s counsel and special economic development counsel. His representative transactions include representing Kentucky cities in conjunction with the financing and refinancing of mixed-use and industrial development projects through the issuance of industrial revenue bonds. Donnie has also worked with clients to design economic development programs and initiatives and prepare corresponding guidelines and agreements.
In Ohio, Donnie has served as bond counsel, disclosure counsel, underwriter’s counsel, and issuer’s counsel. He has represented Ohio port authorities, cities, counties and state agencies. His representative transactions include taxable and tax-exempt bond issuances utilizing lease revenue, P.A.C.E, 501(c)(3), and general obligation bond structures. He has also worked on bond financings secured by tax increment financing (TIF), parking revenues, special assessments, and community development charges.
Donnie’s real estate practice includes representing some of the most active community development corporations in Ohio to facilitate redevelopment and adaptive reuse projects. He has also assisted clients with obtaining various land use approvals, including conditional use permits, variances, and certificates of appropriateness.
