Biography

Dan focuses his practice on local and state government and public finance matters. In 2023, he was appointed by Indiana Governor Eric J. Holcomb as Commissioner for the Indiana Department of Local Government Finance (DLGF). Dan also served as Chief of Staff and General Counsel for DLGF from 2017-2020. Previously, Dan served as Indiana Bureau of Motor Vehicles Chief Legal Officer and as Chief Counsel – Advisory & ADR Services Division for the Office of the Attorney General under former Attorney General Greg Zoeller.

His experience includes developing and implementing policy and strategic goals for property tax, local income tax, and statewide real and personal property assessment; overseeing the budget certification of nearly 2,500 political subdivisions annually; responsibility for the certification of all assessor-appraisers and tax representatives in Indiana and guiding efforts in IT application development, communications, legislation, litigation, data analysis, and customer service. Dan also has directed work relating to advisory opinions, administrative rules, public records, professional and occupational licensing boards representation, and administrative adjudication for state governmental clients including the Governor’s Office, legislature, and executive agencies.

Dan was responsible for the review of 8,000 state contracts annually and oversaw state internal Alternative Dispute Resolution options for state governmental clients. He regularly presented to 400+ local government and state officials, vendors, and tax professionals on budgeting and assessment matters.

Prior to working for the State, Dan served as managing partner for a small law firm managing daily operations including in-process litigation and served in multiple management roles for the City of Indianapolis under former Mayor Greg Ballard.

Dan is a former Captain in the United States Army and recipient of the Bronze Star Medal for actions taken during Operation Iraqi Freedom, and the Global War on Terrorism Expeditionary Medal for service in a hostile fire area.

Dan is a life-long Hoosier and currently resides in Northeast Indianapolis with his wife and daughter.
